14 July 2020 – Group for Legal and Political Studies (GLPS) – supported by the USAID Transparent, Effective and Accountable Municipalities Activity in Kosovo – published the manual titled: “Conducting Social Audit in Kosovo: A Practical Toolkit for Local Civil Society Organizations”. Social accountability tools are mostly used in developed countries, where transparent governance is commonly questioned at large. They provide means for the community to directly engage in a professional dialogue with their public institutions, in ensuring processes and policies signed in paper are being efficiently implemented in practice. In addition, the diversity of these tools enables civil society organizations, and communities, to enhance their participatory role in the policy-making processes and strengthen cooperation with local authorities. Most importantly, social accountability encourages civic activism in improving the quality of services procured and offered by their governments. This Practical Toolkit increases their participatory role and influence decision-making process; b. It provides detailed information on how social accountability tools – an innovative approach to Kosovo – successfully affect and improve the life of the community, and c. offers a great overview on fundamental principles of social audit and practical tips.
The purpose of this Toolkit is to provide local CSOs across Kosovo with practical guidance and tips on how to properly utilize social accountability tools, in order to further strengthen their participatory role in keeping local authorities accountable, seek higher transparency, and increase civic activism, among others.
