Public Administration Reform: Can the amendments of the Civil Service Law serve as a solution? A Civil Society Perspective

On 26 November 2015, Group for Legal and Political Studies (GLPS) and Institute for Advanced Studies GAP  hosted a Panel Discussion with the topic ‘Public Administration Reform: Can the amendments of the Civil Service Law serve as a solution? A Civil Society Perspective’ The aim of this event was to discuss the results of Kosovo institutions in the process of public administration reform. The Panel consisting of government officials, representatives from key institutions and civil society, offered an overview on the importance of this reform for the EU Integration process of the country, and highlighted the key challenges in fulfilling the objectives for reforming the public administration system, starting with legislative problems. Since public administration reform continues to be a challenge for Kosovo, the panel had a special focus on the amendment process of both, the Civil Service Law and State Administration Law, as a crucial step in adequately addressing the reform of the civil service and administration, in general.  In addition, panelists agreed that these two laws are of a crucial importance in the process of public administration reform and intra-institutional and international cooperation is a pre-condition for a more efficient and professional public administration.
