Policy Roundtable: ‘On the defence of professionalism of bureaucrats: A discussion upon the protection mechanisms of civil service in Kosovo’

Event Summary:
On May 15, Group for Legal and Political Studies hosted a policy roundtable on the civil service depoliticization, professionalism and protection mechanisms of civil servants in Kosovo. A special focus on this policy roundtable was devoted to the role that the Independent Oversight Board of the Civil Service has vis-a-vis the tendencies to politicize the key, senior positions of civil service in Kosovo.

Except being focused on the way how the protection mechanisms are supporting the development of an impartial and professional civil service, the participants particularly focused on: a) the importance of the civil service protection mechanisms in light of Kosovo’s integration aims, b) how successful has the Independent Oversight Board been in fighting the politicized decisions for recruitment, promotion and dismissal, and c) what other mechanisms or functions could be utilized to advance the protection of civil servants against political/partisan decisions in light of professionalism, merit and integrity of the civil service system.

Group for Legal and Political Studies also released a Policy Analysis (02/2012) entitled: “On the defence of professionalism of bureaucrats: A discussion upon the protection mechanisms of civil service in Kosovo”
