Kosovo-Serbia Agreement: The truths about different interpretations and challenges in its implementation

On 17 September 2014, Group for Legal and Political Studies hosted a Panel Discussion on the following topic: ‘19th April Kosovo-Serbia Agreement: The truths about different interpretations and challenges in its implementation’. The Panel Discussion helped enhancing the policy debate about the implementation of the 19th April Agreement between Kosovo and Serbia as well as endeavored to identify the obstacles that are hampering its full implementation. The panelists pointed out different interpretations of the agreement, and examined whether these constitute a reasonable cause for delaying further implementation of the Agreement between Kosovo and Serbia. On the other hand, the panelists also focused on the effects that this agreement had, and will have, in establishing Kosovo’s authority and rule of law in the North. The Panel Discussion opened with the presentation of a Policy Opinion entitled: ‘Implementation of the Agreement (s) between Kosovo and Serbia: a brief analysis of the achievements and challenges’. The Policy Opinion provides a unique contribution to the discussion that took place, and gives a brief summary of the main problems regarding the implementation of the political and technical agreements concluded so far between Kosovo and Serbia.  The Policy Opinion, among others, offered a list of reasons why the dialogue is important for Kosovo (especially in terms of strengthening its statehood) and how the latter, in its place, transformed into a tool for improving the image of Serbia in Europe.
