Initial Regional Workshop of the Western Balkans Enabling Project for Civil Society Monitoring of Public Administration Reform – WeBER

On 8 -10 June 2016, Group for Legal and Political Studies as part of the Weber project hosted the initial regional workshop on the PAR Monitoring Methodology, the Communication Strategy as well as the PAR Platform design. The ‘Western Balkans Enabling Project for the Civil Society Monitoring of Public Administration Reform – WeBER’,  project is a three-year regional project funded by the European Union and co-financed by the Kingdom of the Netherlands, and is implemented by six Western Balkan think tank organizations (CEP-Serbia, EPI-Macedonia, Institute Alternativa-Montenegro, IDM-Albania, FPI-Bosnia and Herzegovina, and GLPS-Kosovo). The overall goal of WeBER is to increase the relevance, participation and capacity of Civil Society organisations and media in the Western Balkans to advocate for and influence the design and implementation of public administration reform. The workshop held in Prishtina served as an initial brainstorming and planning event for developing the PAR Monitor methodology, based on the rough ideas contained in this project application, resulting in a concise roadmap for developing the methodology. Apart from the methodology, participants have discussed about the development of the regional PAR Platform design and the communication strategy, activities that are directly linked to the project results. In addition, participants had the chance to discuss all of the 6 SIGMA’s PA Chapters and the relevant principles which were thoroughly analysed to map in more detail the activities and approaches that CSOs can contribute to, with a strong focus on risk assessment and mapping the strategies for risk mitigation.  By gathering participants from all over the region of the Western Balkans, this workshop served as an excellent opportunity for exchanging regional experiences with regards to the public administration reform.
