Press Conference on assessing Kosovo’s institutional achievements towards fulfilling the requirements under the Stabilisation and Association Agreement

On 17 September 2016, Group for Legal and Political Studies held a Press Conference to release an Assessment Report entitled “Monitoring and Assessment of the National Implementation Plan for the Stabilization and Association Agreement – NIPSAA (January – June 2016)”.  By having signed the SAA on October 2015, the Government of Kosovo has undertaken responsibility to accomplish numerous tasks and obligations toward fulfilling the requirements deriving from this agreement. To this purpose, the Government of Kosovo has approved NIPSAA by having involved all the relevant institutions in achieving these objectives, and requesting their commitment and responsibility for the successful implementation of the process. This remains the most important national plan for the Kosovo’s accession towards European Union.

Results deriving from this assessment report clearly reflect the lack of willingness by the Kosovo institutions in reaching the foreseen objectives deriving from the SAA. As such, this report provides a detailed assessment of the progress and challenges in fulfilling the foreseen objectives, and is part of a monitoring process conducted by GLPS from January to June 2016. The data deriving from this report have shown that only 27% of the actions were reached, precisely out of 158 actions, only 44 of them were accomplished. “This assessment report depicts the lack of commitment by the Kosovo institutions in reaching the objectives set by the NIPSAA”, stated Ms. Merja, a Research Fellow at GLPS.

In the end, GLPS highlighted that lack of inter-institutional cooperation remains one of the key challenges towards the successful implementation of NIPSAA. Therefore, GLPS strongly recommends all institutions to enhance the horizontal cooperation among them, improve the performance control system and prioritize the tasks undertaken by signing this agreement.
